Step by step

Get enchanted books: Mending from librarian trading or loot, Unbreaking III from the enchanting table, trading or loot.
Place the elytra in the anvil's first slot and the book in the second. Elytra cannot be enchanted on the enchanting table directly.
Apply Unbreaking III first, then Mending. Anvil costs rise with each working, so combine books cheaply first if you can.
Unbreaking III gives about 4 seconds of gliding per durability point on average, roughly 29 minutes total. Mending repairs damaged elytra while you wear or hold them and collect XP; it does not repair them merely because you are flying.
Avoid the curses. In Survival, Curse of Binding prevents removing equipped elytra even when their durability reaches 1. Death normally removes them unless keep inventory is enabled; Curse of Vanishing normally deletes them on death.
Maintain the wings: repair on an anvil with phantom membranes if Mending is not active, before durability hits 1 and they stop working.
Anvil order matters: combine books with each other first (two I make II, two II make III), then apply the cheapest books to the item first. Every anvil job on an item raises its prior-work penalty, and once a single job would cost more than 39 levels the anvil refuses with 'Too Expensive!' - so build books before touching the item.
