Step by step

Craft shears. Seagrass drops only when harvested with shears.
Go to a river, non-frozen ocean, swamp or mangrove swamp. Seagrass generates only where the water column has access to the sky.
Break regular seagrass with shears to get 1 seagrass. Break tall seagrass to get 2.
Plant the seagrass underwater.
To make more, use bone meal on a solid block underwater (Java Edition). There must be 2 water blocks above it, and the lower one must be non-flowing water.
Note that tall seagrass only exists as a block. You cannot get it as an item, even in Creative mode.

Java vs Bedrock

In Bedrock Edition, bone meal on seagrass works on dirt, coarse dirt, sand, red sand, gravel or clay underwater. In Java Edition it works on any solid block underwater.

Versions: Seagrass also generates in abandoned camps.
