Step by step

Enchanting table: enchant tools or books until Silk Touch is offered. It has a maximum level of 1 and a weight of 1, so it is a low-chance offer.
Librarian villagers: check their enchanted book trades for Silk Touch.
Fishing: enchanted books from fishing can carry Silk Touch.
Chests: monster room chests and non-village structure loot can contain it.
Bedrock Edition only: mobs that spawned in a raid can drop Silk Touch.
Apply the book on an anvil. Silk Touch and Fortune cannot be on the same tool.
