An enchanting table with 15 bookshelves, or an anvil plus enchanted books

A diamond or netherite pickaxe

Step by step

Efficiency V speeds up breaking blocks with the correct tool. For ordinary stone, add Haste II to a diamond or netherite pickaxe for instant mining under normal conditions; harder blocks and mining penalties still matter.
Fortune III: multiplies ore drops - up to 4x diamonds per ore. This is the pickaxe that pays for itself.
Mending repairs the damaged pickaxe in your hand when you collect XP. Some ores give XP, but not every mined block does, and other damaged Mending equipment can receive an orb. Collect XP and check durability rather than assuming automatic repairs.
Unbreaking III: quadruples average durability. Non-negotiable.
Silk Touch (second pickaxe): picks up ore blocks, glass, ice, grass blocks and bookshelves. Conflicts with Fortune - that is why miners carry two picks.
Skip Curse of Vanishing books when combining on the anvil - check before you pay the levels.
Use level-30 table offers for Efficiency and Unbreaking, then finish with anvil books. Diamond tools get at most Efficiency IV directly from the table, so combine IV books or tools for V.
Anvil order matters: combine books with each other first (two I make II, two II make III), then apply the cheapest books to the item first. Every anvil job on an item raises its prior-work penalty, and once a single job would cost more than 39 levels the anvil refuses with 'Too Expensive!' - so build books before touching the item.

Frequently asked questions

Fortune or Silk Touch?

Both, on separate pickaxes. Fortune for diamonds and ores, Silk Touch for building blocks, ender chests and ore blocks you want to store. They cannot be on the same tool.

Does Fortune work on iron and gold?

Yes. Fortune increases raw iron, raw gold and raw copper when their ores are mined with a suitable pickaxe, including deepslate variants. It does not multiply smelted ingots. Silk Touch collects the ore block instead.
