Step by step

Craft or find a pickaxe: cobblestone needs one, otherwise it drops nothing.
Mine stone underground or in any exposed rock. Stone mined without Silk Touch drops cobblestone.
Or make it: when water touches flowing lava, the flowing lava turns into cobblestone. Lava that flows on top of water from above makes stone instead, and a lava source block touched by water becomes obsidian.
Silk Touch on infested cobblestone also drops cobblestone.
Smelt cobblestone with any fuel to get stone.
Craft with it: stone pickaxe (cobblestone + stick) and dropper (cobblestone + redstone dust).
