Quick answer: Frost Walker is a boot enchantment (max level II) that freezes water into frosted ice under your feet as you walk, and makes you immune to magma block and campfire damage. It is a treasure enchantment - the enchanting table never offers it, so get the book from librarians, loot chests or fishing. It cannot combine with Depth Strider.

Step by step

Know it is treasure-only. Frost Walker never appears on the enchanting table. Your routes: librarian villagers (reroll the lectern until the book appears), structure chests, or fishing up enchanted books with Luck of the Sea.
Apply a Frost Walker book to boots on an anvil. Combine two I books for II. Boot material does not make Frost Walker protect against lava.
Move on the ground to freeze source water with air above it into frosted ice. The area is circular in Java and square in Bedrock, with radius 2 + level. Jumping or flying does not activate it. Ice can melt with time and light, so watch your route.
Use its hidden perk. Frost Walker boots also make you immune to magma block and campfire damage - handy for Nether floors and hidden-campfire traps.
Choose Frost Walker or Depth Strider per pair of boots. Frost Walker helps on suitable surface water; Depth Strider helps you move in water. Frost Walker is not a way to cross lava.

Java vs Bedrock

The freeze shape differs: a circle in Java, a square in Bedrock, radius 2 + level in both. The water needs air above it to freeze, and you must be moving on the ground - jumping or flying does not trigger it.

Does Frost Walker work on lava?

No - it freezes water only. For lava lakes you want a Fire Resistance potion, a strider, or lots of blocks. The magma-block immunity is real though: magma floors stop hurting.

Frost Walker or Depth Strider for an ocean base?

Depth Strider is useful for swimming, building and fighting underwater. Frost Walker helps reach shore over suitable water surfaces but can freeze water you want to use. Choose by task; they cannot coexist normally.
