Step by step

Enchant a bow at the table. High-level offers can give Power V directly, but the result is random. Two Power IV books or bows can be combined on an anvil for V.
Trade with librarians: reroll a lectern until a Power book appears and lock it. Combine I+I, II+II and so on up to V.
Fish and loot: fishing books, monster room chests and non-village structure loot carry Power; Bedrock raid mobs drop enchanted books too.
Apply on an anvil: book + bow. Power stacks with every other bow enchant - it goes fine with Infinity OR Mending, Punch, Flame and Unbreaking.
Power adds 25% × (level + 1) to arrow damage, rounded up to the nearest half-heart: +150% at V. Actual hit damage still depends on charge, distance and the target, including armor.
Pair Power V with Infinity or Mending, then add Unbreaking, Punch and Flame if useful. Choose the ammunition and repair plan that fits your play.
