Quick answer: A thrown trident returns to you after it hits a block or entity. Higher levels bring it back faster: about 16.7 blocks per second at level I, 33.3 at level II and 50 at level III. If your inventory is full it circles you until a slot frees up. In Java a trident thrown into the void never returns.

Best uses
The usual choice for a trident you throw repeatedly. It cannot share a trident with Riptide.
