Step by step

Enter the Nether with at least an iron pickaxe (blackstone drops only with a pickaxe; any tier works).
Easiest bulk source: find a basalt deltas biome, the grey ash-filled one. Blackstone is everywhere there, mixed with basalt.
In other Nether biomes, dig underground: blackstone ore blobs replace netherrack up to Y-level 31 (36 in Bedrock), including below the lava sea, so tunnel carefully.
Raid a bastion remnant: large parts of its structure are blackstone and polished blackstone, free for the taking if you survive the piglin brutes.
No mining trip needed: barter gold ingots with piglins. Each ingot has about an 8.5% chance of returning 8-16 blackstone.
Use it like cobblestone: blackstone crafts stone tools, furnaces and brewing stands, and smelts into polished blackstone variants for building.

Java vs Bedrock

Blackstone generates in all Nether biomes in both editions, but the ore blobs reach Y 31 in Java and Y 36 in Bedrock, and the giant basalt deltas blobs are Java-only. One quirk shared by both: blackstone works as a cobblestone substitute for tools, furnaces and brewing stands, but it cannot craft dispensers, droppers, pistons or other mechanical blocks.
