Step by step

Get four blocks of copper of the same oxidation stage.
Place them in a 2x2 square in a crafting table, or put one block of copper in a stonecutter and pick cut copper.
Take four cut copper. Use a honeycomb on it (or craft it with a honeycomb) to wax it so it stops oxidizing.
Use an axe on waxed cut copper to scrape the wax off again.
