Quick answer: Put 6 resin bricks blocks in a crafting table (one block in the top-left slot, two down the left side of the middle row and three across the bottom row) to make four stairs. A stonecutter also works: one stair per resin bricks block.

Step by step

Collect resin bricks blocks.
Open a crafting table and place one block in the top-left slot, two down the left side of the middle row and three across the bottom row.
Take four stairs. One craft uses 6 blocks.
To use a stonecutter, put one resin bricks block in it and choose the resin brick stairs output.
Mine placed resin brick stairs with a pickaxe to get them back. Without a pickaxe they drop nothing.
