Get a glow ink sac by killing a glow squid; they swim in total darkness in underwater caves and drop 1 to 3 sacs.
Craft a sign (6 planks plus a stick) or a hanging sign and place it.
Write some text on the sign.
Right-click the sign with the glow ink sac. The text starts glowing and the advancement unlocks.

Tips

Glowing text keeps its color but shines through darkness without lighting the area, perfect for labels in unlit storage rooms. Use the ink sac again to toggle the glow off.
