Quick answer: Put 6 quartz blocks in a crafting table (one block in the top-left slot, two down the left side of the middle row and three across the bottom row) to make four stairs. A stonecutter also works: one stair per quartz block.

Step by step
- Collect quartz blocks.
- Open a crafting table and place one block in the top-left slot, two down the left side of the middle row and three across the bottom row.
- Take four stairs. One craft uses 6 blocks.
- To use a stonecutter, put one quartz block in it and choose the quartz stairs output.
- Mine placed quartz stairs with a pickaxe to get them back. Without a pickaxe they drop nothing.
