How to find Pufferfish
Warm, lukewarm and deep lukewarm oceans. Java spawns them in groups of 1-3; Bedrock in groups of 3-5 near the surface of warm oceans, much rarer than tropical fish.
Spawn conditions: Water in warm, lukewarm and deep lukewarm ocean biomes; in Bedrock only at the surface of warm oceans, 12-32 blocks from the player.

How to kill Pufferfish
Any hit works, but never touch it: contact with an inflated pufferfish deals damage plus Poison for up to 10 seconds on Hard. Use a sword swing from max range or a bow.
Behavior
A defensive fish, not a hunter: it inflates when players, axolotls or land mobs get close, and touching it means damage plus Poison (3 seconds on Easy/Normal up to 10 on Hard). Scoop it with a water bucket to carry it home for brewing.
Taming and breeding
Cannot be tamed or bred, but a water bucket picks it up alive and a name tag keeps it from despawning.
