Get one netherite ingot: 4 ancient debris smelted to scrap + 4 gold ingots.
Craft a diamond hoe - yes, a diamond hoe.
At a smithing table, combine diamond hoe + template + netherite ingot.
Enjoy your netherite hoe. The advancement is the game judging you.

Tips

The real cost is one netherite ingot and two diamonds - trivial once you have a debris mining route. Do it after Cover Me in Debris, when one spare ingot means nothing.
