How to get Shear Brilliance

Get wolf armor: collect 6 armadillo scutes (armadillos in savannas and badlands drop scutes periodically, or brush them) and craft the armor.
Equip the armor on a tamed wolf by right-clicking the wolf with it.
Craft shears from 2 iron ingots.
Right-click the armored wolf with the shears to remove the armor; the advancement unlocks.

Tips

Armadillos roll up when startled, so brush them from a couple of blocks back or wait for them to relax. Scutes also drop naturally over time, so a small armadillo pen pays for all your wolf armor needs.
