How to get Tactical Fishing

Craft a bucket from 3 iron ingots and fill it with water anywhere.
Find a fish: cod, salmon, pufferfish or tropical fish in rivers and oceans.
Use the water bucket directly ON the fish, not on the water: aim at the fish itself.
The fish scoops straight into your bucket. The bucket of fish completes the advancement.

Tips

A bucketed fish never despawns, making buckets the only way to move live fish: stock an aquarium, carry tropical fish to breed axolotls, or stash a pufferfish for a water breathing potion.
