How to get Sky's the Limit

Kill the ender dragon first, then throw an ender pearl through the small bedrock gateway that appears (aim carefully - it is one block high).
You land in the outer End. Travel outward, bridging or ender-pearling between islands, until you spot an end city - they are tall purpur towers visible from far away.
Only some end cities have an end ship floating next to them. That ship is what you need.
Fight or dodge the shulkers (their levitation bullets make you float - eat chorus fruit or place water to land safely), climb the ship, and take the elytra from the item frame in the hull.
Grab the dragon head on the ship's bow and the loot chests while you are there.

Tips

Bring plenty of blocks, slow falling potions, and an ender chest with backup gear - dying in the outer End without a linked ender chest means starting the bridge-walk over. Elytra can be repaired with phantom membranes at an anvil, so do not let it break.
